“Gridworks’ research and literature review was path-breaking, and the community engagement principles are first-of-its-kind. Gridworks’ facilitation and policymaking expertise has prepared CETA well to conduct effective and efficient community engagement when we proceed to develop a transmission project.”
— MAURY GALBRAITH
Colorado Electric Transmission Authority (CETA)
“I am proud of the CETA Board for proactively setting its expectations for robust and meaningful community engagement, and as a result setting forth a path for electric transmission projects that work for all Coloradans. Gridworks’ expertise and foresight was essential to establishing this crucial foundation, setting a high and achievable bar for how we expect transmission projects developers to interact with local communities.”
— KARL R. RÁBAGO
Colorado Electric Transmission Authority (CETA)
“We also have allies putting the Principles in citations in their briefs and their comments. That’s been pretty cool — it’s not just a document on the shelf collecting dust. People are reading it. People are looking at it.”
— SHANA LAZEROW
Communities for a Better Environment (CBE)
“ It’s marvelous. I didn’t know the government could operate this way, with help from the community, at such a high-quality level. It’s inspiring and I feel very grateful to these people for solving problems our agency won’t have to solve on its own … and Gridworks made it happen so smoothly.”
— COMMISSIONER CYNTHIA B. HALL – DISTRICT 1
New Mexico Public Regulation Commission

— PANAMA BARTHOLOMY Executive Director
Building Decarbonization Coalition
“I would like to thank Gridworks for your impressive efforts to bring the Vehicle-Grid Integration (VGI) Working Group to the finish line! I do believe that VGI can make the difference for meeting California’s EV goals despite all obstacles, with an incredible amount of work and ingenuity, and that we will look back at this VGI Working Group report as a key part of the foundation needed to get us there.”
— ED PIKE Senior Utilities Engineer
California Public Utilities Commission
“Gridworks has been instrumental in allowing our resource-constrained agency to continue effectively implementing our legislative mandates.”
— COMMISSIONER JOSEPH MAESTAS
New Mexico Public Regulation Commission
“Gridworks helped bring together diverse perspectives that could articulate cross-sector needs for equitable and sustainable Zero Emission Vehicle industry growth. They facilitated robust conversations that uplifted worker and community needs and affirmed the need for high road standards and union jobs. These discussions and the resulting report support California’s ambitions for an equitable transition to zero- emission transportation. .”

Increasing Transparency in Resource Planning for New Mexico
Overview
In 2022, the New Mexico Public Regulation Commission launched a new stakeholder engagement process to increase transparency, involve stakeholders early in the planning process, and tie the plans directly to the resource procurement process. Gridworks was appointed as the independent facilitator and worked closely with the two utilities, Public Service Company of New Mexico and Southwestern Public Service Company, to complete the six-month engagement process.
Why did stakeholders choose to engage? Many people wanted to express their ideas about how the utility could better meet the challenge of providing carbon-free, reliable, resilient, and affordable electricity. Others had a deep desire to understand the opportunities and constraints faced by the utility.
